Head of department routing

Sending a request to the head of the department it belongs to.

Head of department routing sends an approval step to whoever heads the department a request belongs to, so the right person decides without a named user in every workflow. In Vintage People the head of the location is tried first, then the department head, then the nearest parent department with a head, and a deputy can act for the head. When the head raised the request, it goes to the alternate approver instead.
